KOTA KINABALU: Village chiefs (Ketua-ketua Kampung) in Sabah are required to submit their monthly reports to their district Chief for evaluation of their performance, said President of the Sabah Native Affairs Council (SNAC), Datuk Haji Zakaria Mohd. Edris.

He said village leaders, as the eyes and ears of the government at the grassroots level, need to report on events and incidents that occur in their village to the district Chief.

“Whatever events or happenings that occur in their village, such as the influx of illegal immigrants, incidences of crime, social problems, incidences of poverty, infectious diseases should be reported immediately to the district Chief.

“This is necessary for the district Chiefs to take immediate action to channel the information to the respective assemblyman, District Officers or related departments and agencies for further action,” he said.

Datuk Haji Zakaria Mohd Idris, who is also the state assemblymen for Gum-Gum, was speaking at a Get-Together function with the District Chiefs from the whole of Sabah at the Shangri-La Tanjung Aru Resort (STAR) yesterday.

Also present at the function were the Director of Sabah Native Affairs, Datuk Haji Ag. Sharin Alimin, Senior State Counsel, Mr Juprin Wong Adamal, District Chiefs and senior officials of the Sabah Native Affairs Office.

Zakaria said minor problems that occur at the village level if it can be resolved by the village chiefs, Native Chiefs (KAN) or Sabah Native Affairs representatives (WKAN), should be handled well and wisely for the benefit of the people in line with the law as enforced by the government.

In this regard, Zakaria wants the District Chiefs in the state to issue a formal directive to all village Chiefs to submit their monthly reports for further action by the government. He said the monthly report is important to enable the District to monitor developments and progress that occur in the village or their respective areas.

He also reminded District Chiefs, KAN, WKAN and village Chiefs to always be ‘on the ball’ about progress and
developments in their respective areas, with emphasis on the interest of the people and priority to performance.

“In line with the 1Malaysia concept, District Chiefs, KAN, WKAN, village Chiefs and Kapitan Cina must always place priority on the interests of people rather than their own personal interest in providing services to the people.

“We need to uplift the living standard of the people by prioritizing our performance in all our work plan. This is important because the people yearn for good service. As a result of the good service that we provide, definitely, the people will continue to support to the incumbent government at State and Federal level,” he added.

Zakaria also welcomed the Federal Government’s decision in agreeing to establish six Native Courts and build the Sabah Native Affairs institution which involved an allocation of RM60 million.

He said based on the statement from the Minister of Plantation, Industries and Commodities, Tan Sri Bernard Dompok, the Native Courts would be established in Penampang, Keningau, Sandakan, Ranau, Kudat and Lahad Datu, while the construction of the Sabah Native Affairs institution is expected to commence early next year.

“This is one of the efforts undertaken by the State and Federal Government to uplift the status of the Native Affairs institution so that it becomes a respected institution,” he said.

According to him, the existence of the Native Court is a continuation of the tradition of respecting and recognizing the laws and customs passed down from generation to generation by multi-ethnic society of Sabah.

“The government would like to see the people of Sabah continue to preserve the laws and customs of the natives as a way of maintaining the harmonious social interaction while at the same time maintaining the unity of people of different races,” he said.
